JetBlue plane stranded on tarmac for 7 hours

(AP) ? Passengers on a JetBlue plane were stranded on the tarmac in Connecticut for more than seven hours Saturday.

A passenger on a plane diverted to Bradley International Airport says the plane ran out of snacks and bottled water for the last few hours of the ordeal.

"The toilets were backed up. When you flushed, nothing would happen," said Andrew Carter, a reporter for the Florida Sun Sentinel, who was traveling to cover the Miami Dolphins game against the New York Giants. His plane took off from Fort Lauderdale for Newark International Airport at around 9 a.m. After being diverted to Hartford, the plane sat on the tarmac between around 1:30 p.m. and 9 p.m., he said.

A representative for Bradley International was not available to comment on other delays at the airport.

A JetBlue spokeswoman, Victoria Lucia, confirmed in an emailed statement that six of its planes, carrying a total of about 700 passengers, were diverted to Hartford as a result of a "confluence of events" including infrastructure issues at New York's John F. Kennedy Airport and Newark International Airport.

She noted that a total of 17 other flights were also diverted to the airport.

Lucia said that intermittent power outages at the airport made refueling and deplaning difficult. She declined to specify how long planes sat on the tarmac, but said passengers would be reimbursed.

Kate Hani, executive editor of consumer advocacy site FlyersRights.org, said she got calls from passengers and family members on at least three stranded flights at Bradley International that were stranded on the tarmac for up to 10 hours.

JetBlue of New York also made headlines in 2007 when snow and ice storms stranded its planes for nearly 11 hours at New York's John F. Kennedy International Airport.

A regulation that went into effect last year fines airlines for holding domestic flights on the tarmac for more than three hours. This year, the rule was extended to apply to international flights that are held on the tarmac for more than four hours.

Passengers do not get a cut of the fines, however.

Cain denies report of sexual harassment (AP)

WASHINGTON ? Republican presidential candidate Herman Cain's campaign is denying allegations that he was twice accused of sexual harassment while he was the head of the National Restaurant Association in the 1990s.

In a statement Sunday to The Associated Press, his campaign disputed a Politico report that said Cain had been accused of sexually suggestive behavior toward at least two female employees.

The report said the women signed agreements with the restaurant group that gave them five-figure financial payouts to leave the association and barred them from discussing their departures. Neither woman was identified.

The report was based on anonymous sources and, in one case, what the publication said was a review of documentation that described the allegations and the resolution.

Cain's campaign told the AP that the allegations were not true, and amounted to unfair attacks.

"Inside-the-Beltway media have begun to launch unsubstantiated personal attacks on Cain," spokesman J.D. Gordon said in a written statement. "Dredging up thinly sourced allegations stemming from Mr. Cain's tenure as the Chief Executive Officer at the National Restaurant Association in the 1990s, political trade press are now casting aspersions on his character and spreading rumors that never stood up to the facts."

Asked if Cain's campaign was denying the report, Gordon said, "Yes."

"These are baseless allegations," Gordon said in a second interview later Sunday evening. "To my knowledge, this is not an accurate story."

Cain plans to continue with several planned appearances in Washington on Monday. He is slated to discuss his tax plan at the American Enterprise Institute, appear at the National Press Club and hold a healthcare briefing on Capitol Hill.

Cain ? a self-styled outsider relatively new to the national stage ? is facing a new level of scrutiny after a burst of momentum in the race for the GOP presidential nomination. He's been steadily at or near the top of national surveys and polls in early presidential nominating states, competitive with former Massachusetts Gov. Mitt Romney.

The former pizza company executive has been pointing to his long record in business to argue that he has the credentials needed to be president during a time of economic strife.

In its report, Politico said it confronted Cain early Sunday outside of the CBS News Washington bureau, where he had just been interviewed on "Face the Nation."

"I am not going to comment on that," he told Politico when asked specifically about one of the woman's claims.

When asked if he had ever been accused of harassment by a woman, he responded, Politico said, by asking the reporter, "Have you ever been accused of sexual harassment?"

A message seeking comment from Peter Kilgore, listed on the National Restaurant Association website as its chief legal counsel, was not immediately returned.

Portugal wants U.S. help in euro crisis: source (Reuters)

ASUNCION (Reuters) ? Portugal asked Mexico on Saturday to tell fellow G20 members next week that the United States should offer "financial help" to resolve the euro zone sovereign debt crisis, describing it as a "systemic and global" problem, a Portuguese government source said.

Portuguese Prime Minister Pedro Passos Coelho asked Mexican President Felipe Calderon to convey the message during the G20 meeting in Cannes next week, the source told reporters after the two leaders met at the Ibero-American summit in Paraguay.

"The crisis isn't in the euro zone. It is a systemic and global crisis and we hope that other big G20 countries intervene," the source told reporters in the capital Asuncion, speaking on condition of anonymity.

The source added that Washington should help resolve the crisis "by boosting trade and also with financial help."

No one from Calderon's delegation in Asuncion could immediately be reached for comment.

Financial markets rallied strongly this week after European leaders hammered out a deal to recapitalize their banks, boost the firepower of a euro zone rescue fund, and impose hefty losses on holders of Greek debt.

However, economic analysts quickly warned that details of the rescue could still take weeks or even months to work out.

Portugal is suffering a deepening recession as it implements painful austerity measures under a 78-billion-euro ($110.3-billion) EU/IMF bailout.

BlackBerry Woes Continue as Trade-Ins Surge (NewsFactor)

A tough spell for Canada-based Research In Motion continued this week, as a Web site that buys used phones reported a surge in BlackBerry devices entering the market.

The surge coincided with the release of Apple's iPhone 4S earlier this month on three of the top four carriers: Verizon Wireless, AT&T and Sprint, all of whom also sell BlackBerry smartphones.

Record Spike

The site, Gazelle, told Forbes.com that users dumping their BlackBerrys reached a record high this month, with an additional 80 percent spike last week. That follows a three-day outage of RIM's data services that prevented some users from accessing BlackBerry Messenger service (BBM) and the Internet Oct. 11-14.

Initially in Europe, the Middle East and Africa, the problem later spread to Asia and South America, then to North America. Some disgruntled users this week reportedly filed a class-action suit in Quebec Superior Court because of the outage, seeking refunds and damages, unsatisfied with the company's offer of free tech support and premium apps as amends.

The Gazelle trade-ins coincided not only with the release of the iPhone but the launch of several premium Android-based phones. But Gazelle official Anthony Scarsella told CNET that Android trade-ins during the same period were almost as high, 72 percent, and that the glut of surplus BlackBerry devices was likely due to the iPhone launch.

The report did not mention the quantity of BlackBerrys sold this month and Gazelle did not provide the information requested in time for publication.

One soon-to-be-former BlackBerry user is Jerry Richter, a New York City public school teacher, who is switching his Verizon service from the Tour device he's had for nearly three years to the iPhone 4S he has ordered and expects to receive this week.

"I have an iPad, and since the iPad and iPhone are so similar, it's more seamless for me to transition from one device to the other," said Richter, 51. "I'm excited about the Apple technology and the ability to get apps that you can't get with BlackBerry, as well as FaceTime [video chat]."

Cautionary Tale

Rob Enderle, principal analyst at Enderle Group, said RIM's predicament "showcases what can happen when you lose your connection to your customer and scare them away from your product."

He said brand loyalty in an age of ever-changing gadget tastes can be fleeting, at best. Just five years ago, BlackBerry was the status phone for people on the go who needed constant access to messages.

"Consumers are very flighty and only Apple has been able to hold them for an entire decade [including iPod sales], largely as a result of Steve Jobs' unique focus on the market and also his unique personal interest in Apple's products. Both departed Apple when Steve died and RIM -- and Palm before them -- are both cautionary tales of what can happen if you lose your connection to your customers."

Apple was able to recover from mistakes made during Jobs' absence from 1985 to 1996, Enderle said. "Today's star is tomorrow's bum and Commodore, Atari, Palm, Motorola, Nokia, Netscape and now RIM are all examples of what can happen if you, for even a moment, lose track of how important maintaining customer loyalty is."

(CBS News) Amid questions about the safety of the HPV vaccine Gardasil one of the lead researchers for the Merck drug is speaking out about its risks, benefits and aggressive marketing.

Dr. Diane Harper says young girls and their parents should receive more complete warnings before receiving the vaccine to prevent cervical cancer. Dr. Harper helped design and carry out the Phase II and Phase III safety and effectiveness studies to get Gardasil approved, and authored many of the published, scholarly papers about it. She has been a paid speaker and consultant to Merck. It's highly unusual for a researcher to publicly criticize a medicine or vaccine she helped get approved.

Dr. Harper joins a number of consumer watchdogs, vaccine safety advocates, and parents who question the vaccine's risk-versus-benefit profile. She says data available for Gardasil shows that it lasts five years; there is no data showing that it remains effective beyond five years.

This raises questions about the CDC's recommendation that the series of shots be given to girls as young as 11-years old. "If we vaccinate 11 year olds and the protection doesn't last... we've put them at harm from side effects, small but real, for no benefit," says Dr. Harper. "The benefit to public health is nothing, there is no reduction in cervical cancers, they are just postponed, unless the protection lasts for at least 15 years, and over 70% of all sexually active females of all ages are vaccinated." She also says that enough serious side effects have been reported after Gardasil use that the vaccine could prove riskier than the cervical cancer it purports to prevent. Cervical cancer is usually entirely curable when detected early through normal Pap screenings.

Dr. Scott Ratner and his wife, who's also a physician, expressed similar concerns as Dr. Harper in an interview with CBS News last year. One of their teenage daughters became severely ill after her first dose of Gardasil. Dr. Ratner says she'd have been better off getting cervical cancer than the vaccination. "My daughter went from a varsity lacrosse player at Choate to a chronically ill, steroid-dependent patient with autoimmune myofasciitis. I've had to ask myself why I let my eldest of three daughters get an unproven vaccine against a few strains of a nonlethal virus that can be dealt with in more effective ways."

(AP) ? A man who died this month at age 80 nearly took a secret to his grave ? a secret that was discovered only after his family went through his belongings in a storage unit.

Inside an unplugged freezer, they found a set of human remains that investigators believe may be those of the man's girlfriend, who disappeared in 1983, when she was 29. Now investigators are trying to confirm the identity of the body, the cause of death and who may have been involved.

State police detectives were awaiting results of an autopsy being performed Monday. DNA tests may be needed to confirm whether the body was that of Kitty Wardwell, who was last seen with her on-again, off-again boyfriend Frank Julian.

"The answers are going to come from the medical examiner's office," said Stephen McCausland, spokesman for the Maine Department of Public Safety.

The storage unit was rented in 1992 by Julian, who died on Oct. 1. Back in 1983, he occasionally lived with Wardwell 100 miles away in Holden.

Julian told police in New Hampshire that he last saw Wardwell after an argument that June, when he dropped her off at a motel in Salem, N.H., before returning to Maine, police said. She was reported missing the following month by a close friend.

A state police investigation indicated she was likely a victim of foul play in Maine. Because of that, the investigation officially remained open.

The freezer was inside a 10-by-10 storage unit at Moore Self Storage Facility in Lewiston, where Julian dutifully paid in advance for the unit, coming around every three months to pay in person, owner Gary Boilard said. The last payment was made on Sept. 6, so the unit was rented through November, he said.

The storage company's previous owner kept good records, indicating Julian rented the unit 19 years ago on Oct. 6, Boilard said.

Boilard described the situation as "bizarre."

"How do you keep a secret that long?" he said.

The family was going through boxes inside the storage unit when the remains were discovered, and half of the unit was still filled with boxes when state police alerted Boilard on Saturday. "There were boxes on tops of boxes. From front to back, from top to bottom, it was full of boxes," he said.

Other than the freezer, there was little else of interest stashed in the unit ? mostly household items, McCausland said.

Before his death, Julian was operating a variety store on Main Street. And from 2001 to 2007, he'd run the One Stop Shop in a building owned by Hubert Nadeau, selling T-shirts, Christmas decorations, knives and "just about anything," Nadeau said.

Nadeau said he was surprised by the news of the body's discovery. "He was a very nice guy," Nadeau said Monday. "I had no idea what it was all about."

Both Wardwell's and Julian's families are being kept in the loop on the investigation, and both families are cooperating, McCausland said. Dwight Collins, Wardwell's brother, said the family was awaiting further word on the body but declined to comment further. Other family members either couldn't be reached or declined to comment.

The process of determining the body's identity could be time-consuming because of the condition of the body. Wardwell's family members have donated DNA samples that will be compared against DNA from the body, McCausland said.

Julian was 52 when Wardwell disappeared. An obituary in the Bangor Daily News described Julian as a former restaurateur and novelty salesman who played on John Bapst High School's 1948 championship football team.

Blood vessel mapping reveals four new 'ZIP codes'; Targeting specific addresses could help fight cancer, obesity and other diseases

ScienceDaily (Oct. 24, 2011) ? A research team led by scientists from The University of Texas MD Anderson Cancer Center has discovered four new "ZIP codes" in their quest to map the vast blood vessel network of the human body.

The study, published online the week of Oct. 24 in the Proceedings of the National Academy of Sciences, brings science one step closer to the goal of using the vascular system to personalize cancer therapy, as well as fight obesity, heart disease and other disorders. Researchers also found that some addresses are shared in vasculature across the board instead of always being organ-specific.

The study is part of ongoing research to identify specific and unique addresses, or ZIP codes, within the body's vascular system and use them to develop diagnostic, imaging and therapeutic strategies. Husband-and-wife research team Wadih Arap, M.D., Ph.D., and Renata Pasqualini, Ph.D., professors at the David H. Koch Center for Applied Research of Genitourinary Cancers at MD Anderson, pioneered the concept and were senior authors of the paper.

"By identifying vascular ZIP codes, we bring medicine closer to the ultimate goal of targeted therapies," Pasqualini said.

Innovative methods help investigation

This study supports the Arap-Pasqualini lab's ongoing research to show blood vessels are more than a uniform and ubiquitous "pipeline" that serves the circulatory system.

More than a decade ago, the group pioneered a screening technique that employs billions of viral particles, called phage, to discover, validate and use blood vessel diversity. The particles are packaged with small fragments of proteins called peptides that act as ligands. When injected into the body, they bind to specific receptors in the blood vessels and organs.

"This process is like a 'molecular mass mailing' to all addresses in the body," Arap said. "The peptides travel until they find a target and bind to it, then with our novel technology we recover and identify them. Knowing the characteristics of the peptides and where they attach can help us understand the vascular system's molecular makeup and develop therapies focusing on disease sites."

This new study was the first in which researchers evaluated the molecular repertoire of protein diversity in several patients, targeting multiple organs at once.

In three cancer patients, serial rounds of peptide collection were followed by biopsies from various tissues to determine where and how the peptides homed, which enabled the enrichment of targeting peptides for identifying ligand-receptors. After systemic delivery of a peptide library to the first patient, phage were recovered from organs, pooled and serially screened in two subsequent patients. Large-scale sequencing was then performed.

"This uncovered a new twist for the vascular map," Pasqualini said. "To this point, we had seen mainly addresses that were organ and tissue specific. Because of this synchronized method, we discovered some markers are vascular-associated at multiple sites."

Shared addresses surprise researchers

Analysis revealed four native ligand-receptors, three of which were previously unrecognized.

Two are shared among multiple tissues (integrin a4/annexin A4 and cathepsin B/apolipoprotein E3) and the other two have a restricted and specific distribution in normal tissue (prohibitin/ annexin A2 in white fat tissue) or cancer (RAGE/leukocyte proteinase-3 in bone metastases).

The discovery of shared addresses especially intrigued researchers.

"No one knew about the novel aspect surrounding these particular proteins, and the fact that they can interact and come together to serve a common purpose," Pasqualini said. "There are likely to be many more."

A tissue-specific vascular-targeting system, comprising ANXA2 and prohibitin, was found as a ligand-receptor in human white adipose (fat) tissue vasculature. In earlier research, targeting of prohibitin with an apoptotic agent caused dramatic weight loss in obese rodents. The lab is applying to the Food and Drug Administration (FDA) to conduct a clinical trial for a new drug that will test this principle for weight loss in humans. Moving the impact forward This project establishes that large-scale study of the human vasculature can uncover many unidentified or unique molecular networks that can contribute to the treatment of many diseases.

"This endeavor and the applications of our findings are exciting," Arap said. "There are going to be many more receptors and many levels of diversity. We've just scratched the surface."

Translational applications, such as first-in-man clinical trials, have started within MD Anderson. The FDA has granted a safe-to-proceed status for the first vascular-targeted Investigational New Drug (IND). Three other drugs are in pre-IND stage, and several others are in pre-clinical laboratory phase.

"I believe these strategies to identify therapeutic targets on the vasculature are truly innovative both from a scientific and clinical perspective," said David Cheresh, Ph.D., associate director for Translational Research at the University of California, San Diego Cancer Center and noted authority on angiogenesis and cancer metastasis. "Identifying such targets will ultimately pave the way for the next generation of smart/targeted cancer therapies."

MD Anderson and some of its researchers, including Arap and Pasqualini, have equity positions in drug-development companies Alvos Therapeutics and Ablaris Therapeutics, which are subjected to certain restrictions under institutional policy. MD Anderson manages and monitors the terms of these arrangements in accordance with its conflict-of-interest policy.

Pete Seeger enters 9th decade as an activist

Tao Rodriguez-Seeger was halfway through Friday night's march down Broadway to support the Occupy Wall Street movement, a guitar strapped over his shoulder and his grandfather Pete Seeger at his side. Suddenly a New York City police officer stepped from the crowd and grabbed his elbow.

"Are you Tao Seeger?" the officer asked tersely. "Was this your idea? Did you think of this?"

Rodriguez-Seeger, a New Orleans-based musician, was certain arrest was imminent. The officer reached for his hand and he readied for the cuffs. Then something unexpected happened.

"He shook my hand and said, 'Thank you, thank you. This is beautiful,'" Rodriguez-Seeger said. "That really did it for me. The cops recognized what we were about."

That moment affirmed the message that his grandfather has preached tirelessly across nine decades. The causes and movements have changed from time to time over 75 years, but his message has always been the same: Song is the key to understanding and change.

"Music does something to you," Rodriguez-Seeger said. "It can cross rivers of meaning that entire books can't get across. ... You take any one of Bob Dylan's songs and you get to the heart of the matter where it took Homer volumes and volumes of books to get to the same point."

Today, Pete Seeger is approaching the far end of a life lived walking hand in hand with American history, often at odds with the government that runs things. It failed to shut him up. The courts had no chance. Changing tastes and values? Never. Even time seems to have taken a step back in deference to the musical rabble-rouser's resolve and determination.

This time around, the 92-year-old Seeger was carried along by two canes, not the sound of his banjo. But his presence, in a crowd of nearly 1,000 with guitar players and chanting sign-holders and police swirling around, gave the new protest movement something it seemed to lack over the last month.

A momentary clarity, longtime friend Guy Davis thinks. A purpose. A direction.

"It's his humanity," Davis said.

Seeger's voice first rose in the 1930s against Hitler. He met Woody Guthrie, Alan Lomax and Lead Belly, and began to advocate for migrant workers and miners in the 1940s. He stared down Sen. Joseph McCarthy and endured a blacklisting he simply shrugged away. In middle age, he was a key figure in the folk revival that produced Dylan and, later, the protests that helped shape modern America.

Seeger still takes delight in lending his presence to important things, even if his voice doesn't carry like it used to. He found himself attracted to the studied inorganization of the Wall Street protesters.

"Be wary of great leaders," he said Sunday in a phone interview full of songs and stories when asked what he identifies with in the Occupy Wall Street message. "Hope that there are many, many small leaders."

Other than the canes and snowy beard, Seeger hasn't changed much since he began singing out against fascism in the mid-1930s after dropping out of Harvard in frustration.

"The sociology professor said, 'Don't think that you can change the world. The only thing you can do is study it,'" Seeger said. "... But this was 1937 and Hitler had taken power. He was murdering people and was ready to go to war."

You could say Seeger inherited his activism. His great-great grandfather came to America seeking self-determination after reading the Declaration of Independence. His great-grandfather was an abolitionist. His father was a socialist who spoke out against World War I.

His views didn't always make him popular. He was a member of the Communist Party, something he later apologized for. He was initially for staying out of World War II, but changed his mind when Hitler broke his nonaggression pact with the Soviet Union. He also spoke out against the war in Vietnam, a move that got him censored on "The Smothers Brothers Comedy Hour," and visited North Vietnam in 1972.

Seeger's influence is incalculable, however. He's the rare artist whose music and message transcends time, speaking to his children and their children and on and on.

The son of a musicologist and a violinist, he began leading others in song at 8 and was introduced to protest music around 12. Early on, he saw beauty and possibility in traditional songs often considered regional hokum or race records unfit for an upstanding white audience.

His message found an eager audience in the young generation of kids who would go on to define rock 'n' roll, changing American and world culture in myriad ways. He introduced Martin Luther King Jr. to "We Shall Overcome." In his hands, songs like "If I Had a Hammer (The Hammer Song)" and "Turn, Turn, Turn!" became galvanizing anthems.

He remains a voice for the disenfranchised ? the poor of Appalachia and the Mississippi Delta and victims of racism and greed.

Kira Moyer-Sims, a 19-year-old participant in the Occupy Wall Street movement, was introduced to Seeger's music on mix CDs from her high-school social studies teacher. Those songs, from a time that seems far away in the age of the iPod, spoke to her with modern urgency and helped push her into the protest ranks.

"Hearing this new music for me was huge and made me realize totally the importance of our nation's history and the fact that we can change it if we want to," she said. "Seeing Pete Seeger there in solidarity with the thing I've been living the past 38 days ... was phenomenal for me."

The idea of protesting for progressive change seemed to have gone out of vogue in the U.S. ? or at least disappeared from public view. After the flower children moved on to mid-life and minivans, Americans turned their focus inward. Fewer people had time for simple songs with complex meanings.

Rodriguez-Seeger said he was attracted to the nascent Occupy Wall Street movement when he joined a support march two weeks ago in Las Vegas. He was drawn to the anti-establishment message but noticed immediately that something was missing.

"I saw a lot of people getting angry at us for marching, getting out of their SUVs and giving us the finger and screaming obscenities" and using anti-gay slurs, Rodriguez-Seeger said. "I thought, if we were singing right now my gut tells me they'd be less inclined to behave like that because it's very difficult when you're hearing music to get that angry."

Davis, a 59-year-old Bronx bluesman who has been friends with the Seegers for 50 years, saw more than a little something of the grandfather in the grandson when he looked over at the pair Friday night. Rodriguez-Seeger helped organize the march, which came together in 30 hours and was driven for the most part by social-media sites like Twitter, Facebook and now YouTube, where dozens of videos mark the night.

"Pete is seeing his life come to fruition," Davis said. "He is seeing the fruits of his labors. All the years he invested in Tao, all the years I used to see him take Tao around when Tao was just a teenager, have paid off beautifully."

And the grandfather doesn't mind the fact that a new generation of Seegers is lifting its voice, even as he gladly slides into the background. Pete Seeger, in fact, says he's a little bemused by all the attention.

"Of course it's a great honor, but I'd just as soon be anonymous," he said. He would like to go down to Zuccotti Park, the heart of the movement, but he hopes he can just do it on the sly without the star power. Maybe next week on Halloween. "I won't be recognized," he muses. "Everybody will be in costume."

Public 'supports geo-engineering'

There is strong support among the public in the US, UK and Canada for more research on geo-engineering technology, a study has suggested.

The survey focused on "solar radiation management", which involves reflecting energy from the Sun away from the Earth's surface, and received support from 72% of respondents.

The internet survey was commissioned by researchers from North America.

The findings appear in the Environmental Research Letters journal.

Writing in their paper, the researchers said the main focus on tackling climate change has been mitigation and adaptation, but the concept of geo-engineering had been gaining attention.

"Deliberate large-scale engineering to reduce or offset climate change driven by greenhouse gases... comprises an array of techniques that can broadly be divided into two very different approaches: carbon dioxide removal and solar radiation management (SRM)," they said.

"Most SRM techniques act by increasing the albedo of the atmosphere through methods such as the injection of sulphate aerosols into the stratosphere where they would reflect some solar energy back to space, lowering the global temperature."

They added that although the technology had been discussed and researched since the 1960s, there had been no data on public awareness or public opinions on the use of such measures.

The team commissioned internet-based research firm Knowledge Networks to carry out an 18-question survey between November and December 2010 to gauge awareness and attitudes towards the concept of geo-engineering.

Out of 3,105 respondents, two-thirds of which were from the US, they found that 72% approved of more research into climate-manipulating technology.

However, the survey showed that three-quarters of the people questioned thought that the Earth's climate system was too complicated to be "fixed" with just one technology.

The majority of respondents, the researchers added, were also inclined to say that the use of SRM technologies was an "easy way out" of continuing to burn fossil fuels and did not offer a long-term solution.

'Spicing things up'

A pioneering test, by the UK-based Stratospheric Particle Injection for Climate Engineering (Spice) project, was originally set to begin an experiment in October but was delayed for six months in order to address concerns voiced by critics.

The Spice team plan to use a balloon and a kilometre-long hose to spray water into the upper atmosphere - a prelude to spraying climate-cooling sulphate particles.

Researchers involved in the project calculates that 10 or 20 giant balloons at a 20km altitude could release enough particles into the atmosphere to reduce the global temperature by around 2C (3.6F).

But opponents, such as the EcoNexus NGO, argue that even testing could have harmful impacts, and that questions of ethics and international law need to be answered.

On its website, EcoNexus lists a number of other concerns, including the lack of certainty over the possible impacts of geo-engineering on biodiversity.

In December 2010, the 193 parties of the international Convention on Biological Diversity (CBD) agreed to impose a moratorium on the use of the technique until there was an "adequate scientific basis on which to justify such activities and appropriate consideration of the associated risks".

The ruling, which is not legally binding, is expected to be in force from 2012, although it is not expected to affect research projects in the short-term.

European leaders keep expectations low for summit

BRUSSELS (AP) ? Greece's prime minister pleaded Sunday for a comprehensive solution to the European debt crisis that has swallowed his country and is threatening to suck in larger economies, but the continent's leaders warned the world may have to wait a few more days.

The search for a comprehensive solution to its escalating debt troubles has divided the continent. Increasingly it is pitting not only the poorer countries in the eurozone against their richer neighbors that are tired of bailing them out, but also sparking anger from governments outside the 17-state currency union, who fear being dragged into the mess.

"The crisis in the eurozone is having a chilling effect on all our economies, Britain included. ... We have to deal with this issue," British Prime Minister David Cameron said on his way into the meeting of the 27-country EU. Britain does not use the euro. Later in the day, the leaders of countries the 17 that use the euro will meet on their own.

Cameron's eurozone counterparts, meanwhile, tried to lower expectations for Sunday's meetings, saying the real decisions will be made Wednesday at another emergency summit.

"Let's put the expectations in context: Don't count on decisions today," German Chancellor Angela Merkel said.

Leaders are in the difficult position of not being able to decide on anything until everything is in place, since each piece of the crisis puzzle affects the others.

The biggest sticking point is how to most effectively use Europe's bailout fund to make sure Italy and Spain don't see their borrowing costs spiral out of control as happened with Greece, Portugal and Ireland. Europe doesn't have enough money to rescue Italy and Spain as it did the other three countries; analysts say it must act now to eliminate the possibility of their collapse.

Merkel and French President Nicolas Sarkozy urged Italian Prime Minister Silvio Berlusconi at a meeting on Sunday morning to reform the country's economy before it's too late, according to a German official. He spoke on condition of anonymity to describe private discussions.

While the German and French leaders presented a united front to Italy, their disagreements over how best to use the bailout fund, which is called the European Financial Stability Facility, are causing delays.

France wants the fund to be allowed to tap the massive cash reserves of the European Central Bank ? an option Germany rejects. And weaker economies are wary of agreeing to the other two parts of the grand plan ? bigger bank capital and cuts to Greece's debt ? without assurance that the bailout fund is ready to provide support.

Until it does, the continuing uncertainty will roil markets and slow growth across Europe and even the world.

Worst off, of course, is Greece, which reeling from several rounds of budget cuts that have sparked a series of strikes and riots.

"Greece has proven again and again that we are making the necessary decisions to make our economy sustainable, and make our economy more just," Greek Prime Minister George Papandreou told reporters as he headed into Sunday's meetings. "We are doing what we need from our side ... but it's been proven now that the crisis is not a Greek crisis. The crisis is a European crisis, so now is the time that we as Europeans need to act decisively and effectively."

To ease the pressure on the country, banks will be asked to accept much bigger losses on the country's bonds.

Austria's chancellor said the cut in the value of Greek government bond will likely be raised "in the direction of 40 to 50 percent."

"A cut in the debt is the right step," Werner Faymann told Austrian newspaper Wiener Kurier. The comments were confirmed by one of his aides.

Despite massive budget cuts and reforms, a new report has said that Greece's economic situation is still dire and that worsening economic conditions mean it could take the country decades to emerge from the crisis.

The report from debt inspectors said the eurozone and the International Monetary Fund would likely have to lend Athens more money unless the banks accept a 60 percent writedown of the bonds they hold. That would be on top of the euro110 billion ($300 billion) in rescue loans that have been propping up with country since May 2010.

Another rescue of a similar size was agreed to in July, but it's now clear that deal did not go far enough. For instance, it called for only a 21 percent cut in Greek bond holdings; leaders are now discussing a much more significant reduction, though an exact percentage has not yet emerged.

The near-consensus among eurozone countries that Greece's debt will have to be slashed is one of the reasons banks across Europe ? not only in the 17-country eurozone ? will be forced to shore up their capital buffers in the coming months.

A European official said Saturday that new rules agreed by EU finance ministers would see banks having to raise just over euro100 billion ($140 billion). The official was speaking on condition of anonymity because the rules were pending approval from EU leaders.

However, on Sunday it was uncertain whether EU leaders would even be able to sign off on the bank capital rules before a second summit Wednesday. A draft of summit conclusions from Sunday morning only welcomed the progress made by finance ministers, adding that the final decision would be made by yet another finance ministers' meeting on Wednesday ahead of the second summit.

Oil prices rise on US, European economic news (AP)

NEW YORK ? Oil prices are higher on encouraging economic news from the U.S. and Europe, pointing to stronger demand in the months to come.

Benchmark crude rose $1.87, or 2.2 percent, to $87.94 per barrel in New York. Brent crude rose $1.28 to $111.04 per barrel in London.

Prices rose as European finance ministers met in Brussels on plans to control the region's debt crisis. In the U.S., the government said unemployment rates fell in half of the states last month as hiring picked up.

On Wall Street, stocks surged on strong earnings reports. The Dow Jones industrial average was up more than 200 points at midday.

At the pump, gasoline prices fell less than a penny Friday to a national average of $3.468 per gallon.
